WG Cartagena Protocol on Biosafety (CPB) & Convention on Biological Diversity (CBD)

Background

Convention on Biological Diversity
The Convention on Biological Diversity (CBD) was adopted in 1992 and has currently over 190 Parties. The objectives of the CBD are: the conservation of biological diversity, the sustainable use of its components and the fair and equitable sharing of the benefits arising out of the utilization of genetic resources. Two articles of the CBD are directly relevant for to biotechnology and biosafety: article 8 and article 19. The Conference of the Parties (COP) is the governing body of the Convention, and advances implementation of the Convention through the decisions it takes at its periodic meetings.

Cartagena Protocol on Biosafety
The Cartagena Protocol on Biosafety (CPB) was adopted by the Conference of the Parties (COP) in 2000 as an additional protocol to the Convention of Biological Diversity. It has currently over 150 Parties. The objective of the Protocol is to contribute to the safe transfer, handling and use of living modified organisms that may have adverse effects on the conservation and sustainable use of biological diversity, taking also into accounts risk to human health, and specifically focusing on transboundary movement. The Meeting of the Parties (MOP) is the governing body of the Protocol and it currently meets every two years.

WG OBJECTIVES

The objective of this Working Group is to offer a forum for the public research sector scientists to be informed about and involved in the ongoing discussions of the Meeting of the Parties (MOP) to the Cartagena Protocol on Biosafety (CPB) and the Conference of the Parties (COP) to the Convention on Biological Diversity (CBD).

The most recent negotiations in which PRRI participated were:

  • The Fourth meeting of the Conference of the Parties serving as the Meeting of the Parties to the Cartagena Protocol on Biosafety (COP-MOP 4) 12 - 16 May 2008, Bonn, Germany.
  • The Ninth meeting of the Conference of the Parties to the Convention on Biological Diversity (COP 9), 19 - 30 May 2008, Bonn, Germany.
