For the execution of the initiative, a foundation has been established in the Netherlands with the name "Public Research and Regulation", and with the objective to involve the public research sector in regulations relevant to the development and application of biotechnology.

The foundation has been established  on 21 December 2004 in Delft, the Netherlands. The registered (Dutch) name of the foundation is ‘Stichting Publiek Onderzoek en Regelgeving'. The name used internationally is 'Foundation for Public Research and Regulation'.


The foundation is registered at the Dutch Chamber of Commerce, file number: 27272521, VAT number: NL8145.03.895.B.01

Funding

The PRRI has requested and received financial support from governments, national and international organisations and the private sector, to carry out its activities and to cover the costs of participation in international meetings.


To ensure that PRRI maintains its independence, PRRI would not accept funding that comes with conditions as to the positions PRRI takes in international meetings or conditions regarding the selection of individual PRRI participants to international meetings. Conditions that earmark funds to only be used for participants from a certain region and conditions regarding proper accounting are of course acceptable. PRRI.


In addition to Governments and organisations that have provided financial support, PRRI also wishes to recognise those many - often in kind - contributions it received from smaller organisations, such as the local support Public Research and Regulation Initiative receives from institutes that helped organising PRRI-MOP preparatory meetings as well as the local support we from national organisations in helping PRRI with the local organisation. Although those contributions do not come to us in terms of money, they are equally crucial to the effective participation of PRRI in international meetings.

Main activities:

  • An introductory seminar for 50 public researchers was held on 3-4 March 2005 at the Donald Danforth Plant Science Center in Saint Louis, USA. The main objectives of the seminar were making the participants familiar with the Biosafety Protocol and its implementation in national systems, with MOP negotiations and with the topics on the agenda of MOP2.
  • 4 members of the PRRI participated in the first meeting of the Ad Hoc Open-ended Working Group on Liability and Redress under the Biosafety Protocol (Montreal, 25 - 27 May 2005). During this liability meeting, the PRRI organised a side event. Presentations given at this side event have been placed on this web site.
  • On 28 - 29 May 2005, the weekend before MOP2 to the Cartagena Protocol on Biosafety, a 2-day preparatory meeting was held for over 30 public research scientists, providing reinforcement of the first seminar, an update of new developments and further preparation for participation in MOP2. The program, list of participants, presentations, background documents and a summary report of the preparatory meting have been placed on this web site.
  • Over 30 public research scientists participated under the umbrella of the PRRI in MOP2 to the Cartagena Protocol on Biosafety (Montreal, Canada, 30 May - 3 June 2005). The statements and documents on this issues prepared by the PRRI are available on this web site.

PRRI together with a consortium of partner organisations has been granted three year funding from the European Commission, aimed at supporting some of the basic PRRI activities.
